If the bolt is not the original one, firstly, the bolt needs to be fitted to ensure that both locking lugs are bearing evenly. Once that is done, you can then headspace the rifle. The bolt head must be screwed in completely, you should not be able to close the bolt with the bolt head not screwed completely in.
