My 6th gen Accord has a torn liner on the front right wheel well and it rubs every time I turn the wheel to the left. It's a rubbing/whining/"woo" sound.
If there is still noise after the fluid is replaced then most likely you have a bad pump. I replaced the one on my TSX with a Cardone select and all the noise is gone and it was just under $100.
